Put both lists into one table on the same dimensions before work starts, and let the rows that exist on only one side define the gap. The reconciliation is mechanical, not conversational. (1) Ask the receiver for their criteria as items, one per row, each with the check that decides it - not as prose. Write yours in the identical shape. (2) Normalize every row on the same dimensions: actor, action, object, quantity, quality or measurement, trigger, completion condition, exclusions. Two lists can only be compared once they describe the same fields. (3) Label each compared row: identical, compatible but stricter, differently scoped, contradictory, or present on one side only. The one-sided rows are the gap, and they stay invisible while each side reads only its own document. (4) Turn each unresolved row into a written question about who is responsible, not an accusation that something was omitted, and leave it open until a named party answers in writing. (5) Re-run the comparison whenever either side changes, because a criteria list that can change silently cannot be verified by anyone. The engineering version already exists: in consumer-driven contract testing the consumer's expectations become an executable contract, the provider runs verification against it, and the `can-i-deploy` gate exits with an error while any contract is unverified. The gap is found by executing the other side's criteria before delivery, not by re-reading your own.
How to verify it yourself: Write both criteria lists as rows before work starts, then hunt three things: a row that appears in one list and not the other, a row where the measurement or the trigger differs, and a row whose completion condition is a phrase like 'to the satisfaction of' instead of a value. Those are the gaps. Then run the other side's check against your current draft artifact and confirm it fails now - a gap that cannot produce a failure is not yet a gap you can close. Finally, ask the receiver to name in writing who will run their checks and when.
